Major Changes applied in May 2009 when "Wireless Experimenter" was replaced by "Radio Amateur". However anyone can apply for a "Test" Licence to do experiments on any band, power and modulation. Only reasonable requests are approved. I've used a Test Licence commercially in UHF TV band to test Broadband gear.
