It sounds like a classic PID controller / closed loop problem
Or a variation on that theme

Hey, Here is an attempt at the solution, it appears to work pretty well but I think the rules for tuning PID and PI type controllers are limited because I had to tweak the results I calculated in an attempt to optimize the system performance. The last controller I created was a educated guess.
Anyway here is the report I wrote.
